I want zero emission of CO2!

It was a Friday evening. I was having dinner with my son, listening to a radio talk show. An environmentalist expressed his view about reduction in Carbon Dioxide (CO2) emission Hong Kong. He reported that CO2 emission by the electricity plants in Hong Kong has increased by 40% in recent years. He wanted the government to impose a condition of CO2 emission reduction in the current round of scheme of control negotiation with the two electricity providers in Hong Kong. Indeed, according to Greenpeace, CLP Power and Hong Kong Electric are responsible for emitting 70 percent of carbon dioxide in the SAR and are the biggest source of greenhouse gas emissions (Hong Kong Standard, 2007-11-28).

This is an excellent topic over dinner table. I asked my son to do some thought experiments. The following is a record our dialogue (originally conducted in Chinese, slightly modified).
Father: "Suppose production of electricity inevitably produces CO2 emissions. Suppose we regulate to cut CO2 emissions from electricity production to zero. What would happen?"
Son: "That means we will have no electricity in Hong Kong."
Father: "Is it bad?"
Son: "Yes. It is very bad. Without electricity, our living standard will be lowered substantially."
Father: "So, if production of electricity inevitably produces CO2 emissions, we will never want to regulate to cut CO2 emissions from electricity production to zero. Reduction of CO2 emissions involves a cost (i.e., reduction in living standard). Thus, the tricky question is by how much should we cut CO2 emissions? By how much are we willing to lower our living standard for a cut in CO2 emission?"

Father: "Suppose the electricity providers have two ways of generating electricity. Burning coal will produce more CO2. Burning natural gas will produce less CO2. Why would an electricity provider choose to use coal?"
Son: "It must be the case the producing electricity using coal is cheaper than using natural gas."
Father: "Suppose we regulate the electricity providers to use cleaner fuel, i.e., natural gas. Who will suffer?"
Son: "The electricity providers, of course. Their production cost will go up. They will make less profit."
Father: "Who else?"
Son: "I cannot think of anybody else."
Father: "Will the electricity providers charge a higher price to consumers of electricity?"
Son: "Oops! How can I forget? The consumers of electricity may suffer too because of the higher price of electricity."
Father: "We all like the electricity providers to use cleaner fuel and emit less CO2. However, most of us are not aware of that we will have to pay for the cleaner fuel. The question is by how much we are willing to pay for the cleaner fuel."

In Hong Kong, the profit that an electricity provider can earn is regulated. The increase in production cost will be borne almost completely by consumers of electricity -- Hong Kong citizens and companies. Let's keep that in mind.
